The council member asked, "Has the decision already been made to place a curfew tonight?" The clerk responded that the proclamation does not itself set a curfew but instead authorizes the Director of Emergency Management, the county administrator and the sheriff to meet and determine whether a curfew is necessary.
The clerk said the three officials "will clarify that so counsel and the media are properly informed." Council members raised practical questions such as whether people could travel to work during a curfew; the clerk said those operational details would be decided by the authorized officials. The council adjourned after directing officials to meet and provide clarification to both the council and media.
