Council narrows roadside soliciting hours and extends permit requirement countywide

Florence County Council on Dec. 12 approved an amendment to Ordinance 46‑2024/25 that tightens the permitted times for soliciting and extends the county's permitting requirement beyond unincorporated areas.
Councilman Springs offered the amendment and walked through line‑by‑line edits, proposing to strike references limiting the ordinance to the incorporated area and to change the start/stop times. "The intentions of this amendment is to change the times of the pedaling ordinance we previously had, to a more reasonable time frame and to make this an ordinance that is in effect throughout the entire county, not just in the unincorporated areas," he said. Council agreed to adjust a 5 p.m. reference to 4 p.m. and to replace the early morning hour with 9 a.m., and to require contact information for permit holders.
After the amendment was moved and seconded the council voted by voice; the chair announced the ordinance "has been amended and approved," and explained that soliciting on the side of a road (for example, a fire department collection) will now require a permit. The council recorded proxies where applicable. The ordinance change takes effect as a county code amendment; staff will incorporate the revised language into the county code and advise on permit application procedures.
