"The timing of this project is imperative…ITC credits were created to credit property owners…with up to 30% of a reimbursement on the cost of solar," Yerkovich said, and noted the projects would be advertised on PEMBID and completed by 12/31/2027 if awarded and financed. Council members thanked staff and emphasized the projects as "low‑hanging fruit" to test a broader county program; the item was moved to the consent agenda.
