Commissioners probed whether additional conditions should be added to prevent recurrence. McCoy described the payment options under policy: full payment within 30 days or an 18‑month payment plan without interest, with administrative fees applied as appropriate.
A second rental property at 3491 NW 39th Avenue had a lien of $164,242.70 after work without a permit; staff again recommended a 65% reduction based on applicant hardship and subsequent compliance. Commissioners stated the goal is sustained compliance and asked staff to ensure payment plans include enforceable conditions; city attorney and staff explained a released lien is satisfied once payment conditions are met, but during the payment period a return to noncompliance could reinstate original amounts under policy.
