Dakota County schedules Aug. 4 public hearing to consider hosting tax-exempt bonds for 50‑bed Lewis House shelter

Deputy County Manager David McKnight asked the board to set a public hearing to consider Dakota County serving as the host for tax-exempt revenue obligations the City of Lilydale would issue to finance a 3.60 Communities project called Lewis House. "This is a 50 bed apartment style domestic violence shelter with construction scheduled to begin this fall and be completed in 2027 at an estimated cost of $14,000,000," McKnight told commissioners, saying 3.60 Communities serves more than 26,000 people annually and focuses on violence prevention, school success, and community resources.
McKnight said Dakota County’s role would be administrative and that the county would not incur costs or be responsible for repaying the bonds; the City of Lilydale would issue the bonds and the county would act as host as required by Internal Revenue Service rules. Staff recommended the board set a public hearing for Tuesday, August 4, 2026 at 9 a.m. at the Dakota County Administration Center; after a motion and second, the board took a roll call and the motion prevailed.
