An outside vendor presented a roadway-safety concept for a tight S-curve at a railroad-grade crossing in Brown County, proposing solar-powered, radar-activated LED chevrons and advanced warning beacons to reduce crashes. The vendor described the product’s operation and remote-management features: "This type of system is made for rural roads. It will flash 24/7, 365, where you can program it to operate during certain times of the day… the radar unit can activate the chevrons only when a vehicle is present," the vendor said, explaining how radar detection reduces unnecessary flashing and conserves battery life.
The presenter also flagged a KDOT Innovation Grant (maximum $1,000,000 per project; $2,000,000 pool) as a possible funding source and offered pro bono help drafting a proof-of-concept. Commissioners expressed interest but asked staff about traffic counts, maintenance responsibilities, warranty/RMA processes and the 25% local match needed for reimbursement-only grants. No decision was made; staff were asked to identify candidate locations and to work with the vendor on a potential grant scope if the commission wishes to pursue funding.
