The RSU 18 School Board opened its organizational meeting with nominations for board chair, but a motion to postpone the election for two weeks carried after members cited two absent trustees. A board member introduced the postponement motion, saying the missing members represented “20% of the board” and their voices were important to the annual election. The moderator announced: “Motion carries.”
Several members debated whether Robert’s Rules and board policy allowed the delay and whether an existing nomination needed to be withdrawn before considering the postponement. The board heard procedural questions about whether a single candidate can be elected by the members present and whether a majority of the entire board or a majority of those present is required under policy. The superintendent said she would obtain a legal opinion on the interpretation of the policy and recent practice.
