Ellis County declines acceptance of roads in two subdivisions, releases maintenance bonds

Ellis County staff recommended and the Commissioners Court unanimously approved resolutions to release maintenance bonds and to decline acceptance of roads, drainage and other infrastructure for two subdivisions: Ferris Ranch Phase 2 (Ferris, Road & Bridge Precinct 1) and Erie Meadows (Waxahachie, Road & Bridge Precinct 3).
Director of Development Alberto Amares told the court that the Ferris Ranch Phase 2 bond expired on 10/13/2024 and county staff had a 12-month window to make claims; the developer did not correct identified deficiencies. "The bond actually expired on 10/13/2024. There is a 12 month period at which we can make any claims, between October 2024 and 10/13/2025," Amares said. Commissioner Randy Stinson described visible problems—deep, unvegetated ditches and concrete with pock marks—and moved that the county not accept the infrastructure.
For Erie Meadows, Amares said the prior court had indicated no interest in accepting the roads and staff recommended making that position official; Commissioner Ponder moved the same action, and the court approved both items by voice vote with no opposition. The actions direct county staff to release the maintenance bonds and document the county’s formal decision not to accept the listed infrastructure into the public road system.
