Commissioners approve sole-source exemption and purchase plan for EarthLock soil stabilizer

EJ Harbin, Director of Purchasing, told the court Purchasing determined the EarthLock soil stabilizer is proprietary and available only from New EarthLock LLC, recommending a sole-source exemption under Local Government Code §262.024(a)(7). "They are proprietary. Staff recommends approval of the sole source," Harbin said. The court voted to approve the exemption (item 2.1) without opposition.
With the exemption in place the court next authorized purchasing EarthLock material on an as-needed basis and directed purchasing to update and distribute bid‑book sheets to departments and Road & Bridge for immediate use (item 2.2). Harbin said staff will issue the updated pricing sheets following the court's approval.
