"It appears to be an abnormally low bid," staff said, noting specific line-item discrepancies and citing an example where an electrical-material/installation line item was substantially below industry estimates. Staff recommended sending a letter to the apparent low bidder to request documentation and allow the county to review the evidence before awarding the contract. The board agreed to follow the prescribed procurement safeguards and requested that procurement staff issue the notice and review responses prior to any award decision.
