Council approves Dorsey & Whitney agreement for bond counsel on water treatment planning

City manager Navratil presented a motion to approve a service agreement with Dorsey & Whitney LLP to serve as bond counsel for the water treatment plant planning and development phase. Navratil said the city intends to use both an EPA WIFIA loan (Water Infrastructure Finance Innovation Act) and a state revolving fund (SRF) loan; because those financing sources are involved, the city must retain bond counsel.
The council moved, seconded and approved the agreement. A roll-call vote was later recorded with council members present indicating Aye. Staff confirmed the city has used Dorsey & Whitney previously for other legal services and recommended continuing the relationship for bond-related matters. The agreement will allow staff to proceed with loan and bond-related preparations for the water-treatment planning phase.
