The Berrien County Board of Health received a financial update on Feb. 4 showing year‑to‑date total revenues of $10,793,919, a shortfall of $699,083 against the budget, driven primarily by federal grant revenue coming in $1,876,024 below budget, Finance presenter Ned Kulka told the board. "Year‑to‑Date Total Revenues: $10,793,919 - $699,083 below budget," Kulka said during the report.
Kulka also reported that total expenditures were $8,892,980, about 29.3% ($3,682,743) below budget, with 22 of 23 expenditure categories under budget. Major savings included Equipment & Machinery ($1,558,967 under budget) and Contractual Services ($395,771 under budget). The net effect was a positive YTD net position of $880,790 versus a budgeted use of fund balance of -$2,225,968. Kulka recommended continuing cost‑conscious stewardship and developing KPI dashboards to track performance.
