Trustees and administrators said the restraint and seclusion update was part of a deliberate effort to move procedural detail into procedures rather than the policy text. "It's just new, just advice, best practices that came out," the superintendent said, noting the intent to keep board policy concise and place operational specifics in procedures. Board members discussed an exception process for expulsions and clarified that the board would review cases that present extenuating circumstances.
The motions passed on voice vote or roll-call as recorded in the meeting minutes. Administrators said revised procedures will accompany the policy changes and be available for board and public review.
