Bill Bullock said the utility has about 2,500 devices enrolled in a thermostat-based demand-response program — roughly 3% of customers — and that roughly 100 customers are participating in the electric-vehicle time‑of‑use rate. "We have about 2,500 devices enrolled," Bullock said. Staff noted demand-response reduces peak-hour obligations but that there are limits to how much demand response can substitute for firm capacity.
Tim McCullough said the advanced metering rollout on the electric side should finish by mid‑2028 and that the data from that program will be core to expanding voluntary time‑of‑use rates and targeted incentives. Council members discussed on‑bill financing and programs targeted to renters and low‑income residents as ways to address split‑incentive barriers to efficiency.
