County staff says federal easement demands likely scuttle federal rehab for Cedar Creek Site No. 60

County staff told the Kaufman County Commissioners Court on April 28 that a previously proposed federal rehabilitation of Cedar Creek Site No. 60 — the former Kaufman City Lake east of town — is unlikely to proceed because federal reviewers are requiring extensive additional easements dating back to restrictive 1955 deeds.
"It would require hundreds of acres of additional easement," county staff member Owen said, adding that identifying and securing those easements would involve many different property owners and make the federal rehab route "basically off the table." He recommended applying for a state repair instead, explaining the state repair would address current problems without elevating the dam to high-hazard standards.
Owen said the state repair option would use strictly state money and impose no direct cost on the county beyond administrative work and reimbursement processing. Commissioners expressed support for pursuing the state repair application and thanked staff for their work in assessing options. The court did not finalize construction activity at the meeting and said further steps depend on state appropriations and subsequent approvals.
