City staff presented a contract award to remove and land-apply about 2,000,000 gallons of biosolids (approximately 5% solids) from the city's facultative sludge lagoon. The presenter explained the city cannot land-apply the entire volume on site and that contractors will dewater and haul material to approved farmland. He said, "Basically, we're gonna remove 2,000,000 gallons of biosolids... and they're gonna be land applied," and noted staff will follow DEQ testing and application requirements.
Councilors moved and seconded to award the contract to Hearne Farms Inc. at $0.35 per gallon, with a not-to-exceed total of $700,000; the motion passed. Staff noted the last comparable five-year contract cost about $500,000 per year and said the city plans future upgrades to allow more on-site processing and reduced contractor reliance. Council discussion included confirmation that DEQ rules and testing protocols will be followed and that staff will seek sites closer to the city to reduce hauling costs.
