Alberto Morris said the city of Palmer originally approved the plat in 1973 and later annexed the property; because the lots would be served by city water and sewer, staff recommended the replat despite the lots falling below the default 150‑foot depth requirement. "This lot is served by city water and city sewer," Morris said, noting two additional staff conditions in case sewer service is later disconnected. Notices were mailed and published per standard practice; staff recommended approval subject to 17 conditions. The court voted to approve item 1.1 with conditions (motion by Commissioner Stinson, second by Commissioner Butler).
