Zach explained that most contractors wanted to build cofferdams, which would be costly; Orion proposed a structural impregnated wrap (Denso product) and an HDPE jacket that can be applied underwater while traffic remains open. One pile showed severe section loss and commissioners approved adding an encapsulation alternative for that pile for an additional $8,815, bringing the total authorization to $85,180. The court approved the motion unanimously and directed execution of the work order.
