Cameron County rejects Atwood Park Pavilion Phase 2 bids after low bidder withdraws

Cameron County staff asked Commissioners Court on May 19 to reject bids received for bid #260304 (Atwood Park Pavilion Improvements Phase 2) after the apparent low bidder formally withdrew citing an estimating error that omitted paving costs, and the next-low bidder exceeded the county’s budget.
Staff explained the withdrawal occurred within one to two days of bid submittal and that the second bidder was ‘‘way over budget.’’ Because the project is federally funded (the Restore Act was referenced), staff noted a completion deadline of July 2027 and said options include rebidding with a reduced scope to fit budget constraints. The court voted to reject the bids on a motion from the bench; staff said they would return with options and coordinate with the grant administrators and architects.
No award was made; the court’s vote authorizes staff to restart procurement and consider scope adjustments to meet available funding and the grant timeline.
