Willamina SD 30J superintendent warns of geotech, culvert work that could add about $120,000 to field shed project

Board members discussed options for sleeve or culvert replacement and a possible construction-budget adjustment at fiscal year end. The superintendent said the district had already placed the metal building order before a March steel-price increase and warned rebidding could raise costs by about 25 percent. He also said the district had interviewed construction-management firms and sent an intent-to-award notice to HMK with a seven-day appeal window.
"They don't wanna just go in there and cover up that pipe with a building," the superintendent said in explaining engineers' recommendations to excavate and replace the culvert and add structural rock. He added the additional rock and sleeve work was being estimated on the high side at roughly $120,000.
The board asked for more detailed cost estimates and for staff to identify budget offsets. The superintendent said staff were reviewing maintenance accounts and possible year-end appropriations to avoid delaying the bonded project. He further recommended the board convene any needed votes quickly if HMK returns an executable contract before spring break to avoid losing the construction-management window.
Next steps: staff will pursue refined quotes, report back on contingency options and return with an appropriation request if needed.
