Council rejects motion to reconsider rescission; school bond remains at third reading

Florence County Council on Nov. 21 rejected a motion to reconsider a prior vote that had rescinded council action related to Ordinance 21-2024-25, a financing measure tied to school construction and athletic facilities. The motion to reconsider failed 3–6, meaning the rescission stands and, as council counsel explained, the ordinance remains at third and final reading as of today.

Supporters framed the ordinance as a conduit loan to accelerate construction of Savannah Grove Elementary, telling colleagues the county’s signature would allow the school district to build “6 to 8 years earlier” without raising millage because ad valorem revenues would service the debt. A council member said the proposed school would be built using the same floor plan as the new North Vista Elementary, which staff estimated at “a little less than $31,000,000,” with roughly $4,000,000 set aside for shared parking and ball fields.

Opponents warned the conduit mechanism could circumvent voter approval. One council member said the approach “smells” wrong and argued it risks shifting existing revenue streams if services are not cut, saying the county might ultimately need to raise taxes to make up revenue shortfalls. Counsel clarified the parliamentary stakes: a successful nay on the motion to reconsider would let the rescission stand and allow the bond to proceed; a yes would have restored the rescinded motion to the floor for another vote.

The vote left the council’s earlier rescission intact. Counsel warned the item could be reconsidered at a future meeting, but unless a valid motion to reconsider is made and adopted, the ordinance will proceed under the current standing action. The chair and staff emphasized they would monitor project accounting and “hold them to it” if spending exceeded the reassured caps.
