County executive says network intrusion contained; forensic review ongoing

Executive Director Barbara O'Malley briefed Delaware County Council on July 15 about a recent cyber incident that disrupted county network operations. She said county teams "have been working tirelessly the last few weeks" and that the disruption was the product of a "sophisticated cybercriminal attack" during which attackers "were able to gain access to the county's network."

O'Malley said county operations are largely back to normal, payroll and vendor payments were completed, and the county engaged outside cybersecurity counsel and forensic specialists to investigate. She said the county is examining whether there was unauthorized access to sensitive data and that "we will move quickly to make all appropriate notifications pursuant to applicable law if we identify such access." Council members and members of the public urged additional transparency, asked whether election systems were included in the forensic scope, and requested written responses to a set of specific questions once the forensic work concludes.
