Planning director outlines Walk, Roll, Delco, housing study and stormwater plan

Gina Barrett, director of the Delaware County Planning Department, briefed council on the department's mission and several current projects, including an active‑transportation plan, a housing needs and market-analysis study, and a countywide Act 167 stormwater-management plan.
Barrett described Walk, Roll, Delco as an "active transportation plan" that prioritizes safety and connectivity for pedestrians and cyclists and noted the department received more than 1,700 survey responses to guide recommendations on policy, programming and sidewalks. She said the county implemented Safe Streets for Schools demonstration projects funded by a USDOT grant at two schools and will measure outcomes by tracking traffic speeds and crash data.
On housing, Barrett said the county contracted with RKG and IMAG to develop a housing needs study and that the county has since been awarded a MAP grant that will expand the project's scope pending a grant agreement before council. On stormwater, Barrett said Jacobs Engineering is producing recommendations for an Act 167 plan that identifies more than 230 flood problem areas and stems from 177 field visits; about 75% of that planning effort is grant-funded by DEP and the team expects municipal review with a target of a late-fall draft.
