Comptroller presents 2025 audited financial report, auditors issue clean opinion

Comptroller Louis Rosenthal presented Delaware County's 2025 Annual Comprehensive Financial Report (ACFR) to council on July 15, saying the document is an independently audited accounting of the county's financial position and that it was issued on June 29.
Rosenthal said the county's independent auditors, Baker Tilly US LLP, "have issued an unmodified opinion, commonly known as a clean opinion," and that the ACFR "presents fairly, in all material respects, the county's financial position." He highlighted that the general fund finished the year favorable to budgeted expenditures and that every dollar of the county's ARPA funds has been obligated.
Rosenthal recommended investments in modern financial and administrative systems and periodic policy refreshes to sustain controls and operational efficiency. Council members thanked the comptroller's office for staff work and noted the ACFR’s role in debt-pricing and grant stewardship.
