"The state government has modified bail reform three times, I believe," one committee member said, asking whether those changes have produced measurable effects. Retailers and others said charging decisions and judges’ discretion can result in outcomes that do not reflect the extent of multi‑incident offending.
Participants gave examples of cases that resolved to noncustodial dispositions and described how compiling multi‑incident evidence helps prosecutors bring stronger charges. The group emphasized that Westchester County cannot change state law unilaterally but can work with DA offices to improve county‑level processes and information sharing.
