Commissioner Lacey Trimble said the RFP for crisis stabilization centers has not drawn many applicants, citing staffing difficulties and an unfavorable billing model. Rehabilitation Support Services recently awarded eight youth beds for Orange County but staff must secure a location because the provider must own the building.
