Commissioners question sheriff's office remodel estimate; ARPA interest transfer discussed

One commissioner noted Park Hill provided a written estimate for the remodel at $4.5 million including consulting services, while the FY2025 draft budget showed approximately $4.9 million, a roughly $400,000 difference.
"That's what we got in writing from Park Hill as an estimate," a commissioner said, citing the consultant's figure. Budget staff explained the budget currently reflects carryover from prior jail bond monies (including interest and a city contribution for roadwork) and that change orders (for example, a generator) and contracting details will alter final costs.
Staff also described the ARPA transfer entry on the revenue side (about $3.7 million) as a placeholder that the court does not have to move in full. "You do not have to move all of that money," staff said, and later added that the court can queue partial journal entries ("You can do 0.5 of it and then tell me later in the year we want to use the rest"). Commissioners discussed whether to reserve some ARPA interest for the project or reallocate it elsewhere if not spent.
No formal funding decision or contract awards were made at the special meeting; commissioners said they want firmer bid figures before finalizing allocations and noted the budget draft will be revised as contracts and actual expenditures are confirmed.
