Frank Merlin, identified by the court as president of his homeowners association, used the public forum at the Aug. 21 special meeting to urge the commissioners to oppose what he described as an incoming high-density development and to ask that the proposed outer loop be shifted away from High Pointe Lake Estates.
"My community is strongly in favor of that, and I'm sure most communities are in favor of not having their taxes raised," Merlin said, urging the court to adopt a no-new-revenue tax rate for current residents. He also thanked the court and Judge Noonan for prior efforts and said his HOA appreciates the commissioners' attention to community impacts.
Commissioners did not take action on the comment — public forum rules were reiterated by Judge Noonan at the start of the meeting — but several court members noted the topics Merlin raised (land use, traffic and tax policy) align with the top themes from recent strategic-plan intakes. The court's budget discussion later in the meeting returned to the tax-rate question and whether to set the voter-approval rate or a no-new-revenue rate when the court decides the FY2025 levy in September.
The meeting record shows no immediate staff assignment or vote in response to Merlin's remarks; the court proceeded to a substantive review of the FY2025 draft budget.
