Council holds first reading of flood damage prevention ordinance tied to FEMA model language

The Clerk said the council held a first reading of a Flood Damage Prevention Ordinance that incorporates FEMA-recommended model language for flood-prone areas. "FEMA suggests that if this language is not part of the city's ordinance, we will not authorize flood insurance or guarantee services following a disaster," the Clerk said.
The Clerk said the city's existing ordinance was "very close" to the model but that staff added "no net loss to fish habitat" language and restrictions on additional impervious surfaces and grade changes. The Clerk noted litigation against FEMA by property groups, with a trial scheduled in August, and said the city would delay a second hearing on the ordinance for several months because of that pending litigation and related questions about FEMA's actions.
