Harris County grievance committee unanimously approves pay increases for constables

The Harris County Salary Grievance Committee voted unanimously on Aug. 20 to increase the salaries of eight elected constables after hearing presentations and deliberating on pay parity.
Wayne Mintz moved to recommend pay increases for each constable and Janae Mills seconded the motions. The chair conducted roll-call votes on each grievance; every member present answered "aye," and staff circulated forms for signatures after each motion. Administrator Deanna Ramirez explained that under the statute "if it's a unanimous committee, if all 9 of you vote in favor of approving an elected official's request, then the increase will automatically be included in the budget." The committee recorded unanimous approval for Alan Rosen, Jerry Garcia, Sherman Eagleton, Mark Herman, Ted Heap, Sylvia Trevino, Phil Salem, and May Walker.
The votes followed presentations in which several constables described a long gap in elected-official pay increases and urged parity with higher-paid department chiefs. HR Director Shane Carousel had earlier recommended a 9.2% increase to align constables with recent cost-of-living adjustments for county personnel, and he told the committee that a countywide pay-equity study will begin soon with findings expected for the 2025 budget cycle.
The motions were procedural: each motion named the constable and the proposed salary; Wayne Mintz repeatedly made the motions and Janae Mills seconded them. The roll-call sequence included Miss Mills, Miss Burrell, Mr. Mintz, Mr. Hilford, Miss McGee, Mr. Newton, Miss Jones, Mr. Bauer and Miss Hickerson, each recording an "aye" during the votes. County staff will finalize paperwork and forward results according to the statutory process and the committee's unanimous decisions.
The committee recessed for lunch and returned to address an additional grievance submitted by Constable Walker, which staff said had been sent to the wrong email but was received within the filing deadline; the committee also approved that matter by unanimous vote.
