Wiatryk explained Section 3 of the U.S. Housing and Urban Development Act requires grant recipients to direct economic opportunities generated by CDBG funds to low- and very-low-income persons, and described how the county and contractors must register and report worker hours and income thresholds. He noted a single-person income threshold example of $46,900 and said the county will work through the Texas Workforce Commission and HUD Section 3 portals to publicize opportunities. Commissioners asked about the timeline; staff said they are working toward contract milestones and will provide more scheduling details later.
