Texas General Land Office outlines May derelict-vessel turn-in event for San Patricio County

Ryan Little, operations coordinator in the Texas General Land Office’s Oil Spill Prevention and Response division, presented the VTIP program and urged county support for a May 14–16 event in Precinct 4 to collect and legally dispose of unwanted and inoperable vessels.
Little described the program’s legal basis and logistics, saying that “the vessel may be removed immediately when an actual or threatened discharge occurs,” and that the GLO, Texas Parks and Wildlife and participating counties share responsibilities for staffing, legal clearance and hazardous-waste handling. He told the court the program started regionally in 2015 and has since co‑hosted dozens of events statewide, collecting thousands of vessels and removing oil and fluids.
County commissioners and precinct staff discussed operational roles and publicity. Gabriel (Precinct 4 staff) said precinct crews would provide dumpsters and manpower and would crush and prepare turned-in boats for disposal; the GLO explained hazmat contractors would remove oils, batteries and flares after the event. Little asked that, if the court supports the event, the county add an action item to the next meeting so the event can be formally approved and publicized.
The presentation included cost context: Little estimated past events have ranged from roughly $6,000 to higher amounts depending on scale, and he said VTIP has demonstrated taxpayer savings when compared with post‑sinking removals. Commissioners indicated support and requested a post‑event report on the number and types of vessels turned in.
Next steps: GLO and county staff will prepare an action item for the next commissioners-court meeting so the court can formally approve hosting the event and allow notification and outreach if approved.
