Planning Commission forwards TSP/WDO amendments to City Council after unanimous vote

The Planning Commission voted to forward legislative amendment LA 23‑01 to City Council with a recommendation to adopt the staff‑proposed changes to the Transportation System Plan and Woodburn Development Ordinance.
Commissioner (speaker 8) moved to recommend City Council adopt LA 23‑01 “based on the analysis and findings in the staff report” and the commission seconded. The chair called for a roll call; commissioners voted in favor and the motion passed. Chair Lisa Osworth closed the public hearing and thanked ODOT staff and the consultant for attending. Kirk said staff will prepare a memo summarizing testimony and the commission’s recommendation for Council consideration; another public hearing before Council is expected.
The commission’s action does not itself adopt the code changes — Council action is required — and ODOT’s written comments and testimony will be included in the Council record. Staff flagged follow‑up tasks to prepare final findings and to continue coordination with ODOT and legal counsel.
