Woodburn proposes South Arterial, Stacy Allison truckway and Evergreen extensions in TSP update

Staff detailed the suite of projects included under Alternative 2, which the commission and staff endorsed as the recommended path forward. Key items include an extension of Evergreen Road (project R32), completing Stacy Allison to the new South Arterial, re‑locating the city truckway from Evergreen to Stacy Allison with pavement strengthening, and several intersection safety projects labeled in the plan as R35–R37.
Chris Kirk described the tradeoffs and local impacts: “So we're proposing to actually turn Stacy Allison into the truckway,” Kirk said, explaining the change is intended to move heavy vehicle traffic away from commercial and residential areas on Evergreen. Staff said design work is underway on the earlier fronted safety improvements and that System Development Charges (SDCs), urban renewal, grants and developer contributions would fund a majority of improvements rather than the city paying the entire costs up front.
Staff also noted some previously listed, large projects have been completed (for example an earlier large R1 project and the Butteville roundabout) and so were removed from the active project table. Cost estimates for newly identified projects will be appended to the updated TSP project list.
