Staff asked the council to authorize the sale of a surplus parcel on Gatch Street to two parties who would take equal ownership shares. The assistant city administrator and staff described the site’s history, prior surplus declarations and an environmental site assessment that identified buried barrels/drums and heavy oils in the soil and substandard fill material.
Staff noted the Marion County assessor lists a high-level market value of $159,000 but explained that high-level, non-taxable appraisals do not factor contamination and buildability issues. Given environmental constraints and remediation/mitigation costs, staff said the city received an acceptable offer of $50,000 and recommended the council authorize the administrator to execute a statutory warranty deed conveying 50% to Anna Iris Ruse and 50% to Esmeralda and Fernando Rios as tenants in common.
A councilor asked about the 2006 minutes and public-notice process; staff explained the council has discretion to negotiate direct sales when property is declared surplus and said prior practice included both negotiated sales and public-surplus declarations. A motion to authorize the sale passed unanimously by voice vote.
