Granham said the city seeks to recover costs when service costs rise and outlined a consolidated public-records approach with a clerical $40-per-hour rate and a higher managerial fulfillment rate for complex requests. "About once a year, we do a general comprehensive review of our master fee schedule," Granham said.
Curtis Stultz, representing Public Works, explained specific public-works adjustments, including a $300 charge to add a weep hole and updated water-meter fees reflecting current meter costs that can range from about $1,000 to $10,000 depending on meter size.
Councilors asked about comparability to neighboring cities and exemptions; staff said the changes reflect cost recovery and state-directed adjustments for planning fees. The council adopted the ordinance on roll call.
