Commissioners approve $5.3 million guaranteed maximum price for Karnes County EMS training center

The Karnes County Commissioners Court approved a guaranteed maximum price amendment for the county’s EMS Administration and Training Center, setting the GMP at $5,299,374. Project representative Casey told the court the amount includes the construction manager’s fee, cost of work and allowances previously circulated in the RFP materials, and said construction notice to proceed would be issued 30 days after full execution.

Casey said, “the guaranteed maximum price as presented in the agreement for you today is $5,299,374.00.” Commissioners discussed the contract amendments and supplementary general conditions before voting; a recorded tally showed the motion carried 4–1 with one commissioner opposed. The county’s construction manager-at-risk is Weaver and Jacobs (Weaver & Jacobs, Inc.), and the contract ties the GMP to the existing AIA agreement approved earlier in 2025. If executed, the contract sets a substantial-completion timeline at 365 days after notice to proceed.

The court’s action authorizes the county judge to execute the GMP amendment on the county’s behalf and directs staff to proceed with the construction-manager arrangements and project administration steps outlined in the contract documents. The court did not set any additional funding source changes during the vote; follow-up on bonding, insurance, and final attachments was left to county staff and outside counsel.
