Cameron County approves 95% tax abatement for Saronic Technologies' Port Alpha project

The Cameron County Commissioners Court on June 16 approved tax abatement agreements for phases 1—4 of a proposed Port Alpha shipbuilding project by Saronic Technologies, following a lengthy public comment period that included both organized support from local economic-development groups and sustained opposition from environmental and labor advocates.
County staff presented the agreements as four separate phase contracts (2026CO2080 through 2026CO2083) that would allow up to a 95% abatement during each phase. Economic development director Ravid de la Main told the court the project represents about a $3.2 billion capital investment and a planned 10,000 direct jobs by 2034, and that abatement amounts are tied to annual job-performance requirements: "should the company fall short any given year of the minimum performance requirement, the tax abatement will be reduced by the corresponding percentage of the actual jobs created," he said on the record.
De la Main also said the county's policy requires a 35% local-hire minimum and that the company must report job numbers and obtain all required permits, including environmental permits, to remain eligible. He described the site under consideration as Parcel 3 on the south side of the Brownsville Ship Channel (roughly 8.35 acres as listed in the record).
Opponents at the public hearing challenged the benefit-versus-cost calculus, citing large reported corporate valuations and prior tax incentives from other local entities. One public commenter asked, "Does a company worth billions of dollars really need a tax abatement?" while others warned of potential habitat loss, increased water use and insufficient commitments to local, permanent hiring. Supporters including economic-development officials and port representatives said the abatement is a temporary tool to secure an otherwise mobile, capital-intensive investment and grow regional jobs and supply chains. Aradia Martinez of the Greater Brownsville EDC said the project "sends a strong message that Brownsville and Cameron County are ready to compete for the industries of the future."
Commissioner Lopez made the motion to approve; Commissioner Benavides seconded. The court took the vote by voice; the presiding judge announced "All in favor? Aye" and declared the motion carried. The agreements as presented tie tax-abatement percentages to phase completion and annual job-performance compliance, and staff said reduced abatement percentages would apply if performance thresholds are unmet.
Next steps noted in the record include required permits and continuing reporting and verification obligations; the contract and abatement schedules will proceed per the signed agreements unless the court later revisits the terms.
