Mister Ziffel presented a first reading of a resolution that would authorize the city manager to file a petition to form the Trenton Square New Community Authority (NCA) under Ohio Revised Code chapter 349. Ziffel said the NCA would apply a community development charge — a replacement charge that functions like a tax replacement — on about 75 acres in Trenton Square and that the revenue would be used for infrastructure and city services, including roads, sidewalks, utilities and public safety.
"This resolution authorizes the city manager to sign a petition to create what's called the Trenton Square Community Authority," Ziffel said during the presentation. He stressed the measure is a first step: after the petition is filed there would be a public hearing and appointment of a board to oversee the use of collected charges. Ziffel said the tax treatment is not higher than comparable lots and that the structure allows revenue to return to city infrastructure projects.
Ziffel asked the council to table two resolutions related to the proposed annexation until one final deed recording is available; he said staff expects an update next week. The council agreed to table the items for the next meeting.
