Fitzpatrick Elected Chair; Horton Named Vice Chair at Steuben County Legislature organizational meeting

At its Jan. 5 organizational meeting in Bath, the Steuben County Legislature appointed Kelly H. Fitzpatrick as Chair and Jeffrey P. Horton as Vice-Chair for two-year terms beginning Jan. 1, 2026; the session also designated majority and minority leaders and approved procedural resolutions.
Chair Kelly H. Fitzpatrick was formally appointed Chair of the Steuben County Legislature for a two-year term (2026–2027) by Resolution 001-26, and County Clerk Judith Hunter administered the oath of office.
The Legislature then nominated and adopted Resolution 002-26 appointing Jeffrey P. Horton as Vice-Chair for the same term. "We have opportunities that have presented themselves to us," Chair Fitzpatrick said after taking the oath, urging collaboration among legislators, staff and partner agencies. The meeting also adopted resolutions designating Paul E. Van Caeseele as Majority Leader (Resolution 003-26) and Hilda T. Lando as Minority Leader (Resolution 004-26).
