Planning staff summarized the request and recommended approval, saying the proposed R‑1 zoning is compatible with nearby lots and the county comprehensive plan’s Rural Conservation area. "Given that the requested zoning classification, R1 Residential Limited, is compatible with the surrounding zoning pattern and surrounding land uses," staff recommended approval. Applicant C. Ron Terry told the commission he needs an addition to make the home more accessible: "I just wanna make sure that I can be able to move around in the house," Terry said, describing recent medical issues that prompted the work. Commissioners asked whether the proposed addition would meet setbacks; staff said the addition could comply with the R‑1 setbacks.
Commissioner (moved) read the statutory resolution language required under Virginia Code §15.2‑2286(a)(7) and moved to recommend P‑24‑10 to the Board of Supervisors; the motion was seconded and passed on a 6‑0 roll call. The commission’s recommendation transmits the case for a public hearing and final decision by the Board.
