Presenter says Virginia loans will help counties fund living shorelines

During the Aug. 5 presentation Mary-Carson Stiff told the Wetlands/Chesapeake Bay Board that the state is beginning to make funds available for living shorelines through the Virginia Clean Water Revolving Loan Fund (VCWRLF). "The state of Virginia is starting to make funds available for living shorelines," Stiff said, and she outlined two primary uses: direct establishment of living shorelines by local governments and establishing local funding programs to help individual property owners install living shorelines.
Stiff emphasized that VCWRLF funds are low-interest loans intended to protect or improve water quality and that counties may design local programs to pass those resources to residents. The presentation did not include specific loan amounts or an application timeline; county staff was told DEQ will not enforce the regulatory changes until September 2025, giving local governments time to consider program design and ordinance updates.
