Kendall County will reimburse the Boerne Kendall County Economic Development Corporation (BKCEDC) up to $3,000 from ARPA interest to hire a consultant to assess downtown Comfort’s business needs and produce a downtown assessment plan, the commissioners approved Jan. 27.
Commissioner Chapman said the EDC board had already signed a contract and asked the county to reimburse up to $3,000 to cover consultant costs and up to $500 for travel; staff said additional costs would be met by the EDC. Amy, representing the EDC, told the court the consultant would bring downtown professionals to tour the district, meet stakeholders and provide short‑ and long‑term recommendations. Commissioners noted Comfort’s business decline predated the recent flood and described the consultant report as a relatively small investment to collect data and recommendations that could guide local strategies to restore sales taxes and support small businesses.
The motion specified the funding would come from ARPA interest and would not require a budget amendment. The court approved the reimbursement 4–1; one commissioner opposed, citing nonprofit funding priorities and noting other nonprofits received no increases this fiscal year. The EDC will bill the county and the county will reimburse BKCEDC according to the agreement.
