Consultants told Yachats officials that small, targeted changes to development standards could make more housing financially feasible on limited and costly coastal land. "Adjusting density could mean increasing or adjusting the minimum density... and lot size adjustments could mean reducing minimum lot sizes," Victor Tran said, explaining that such changes help unlock housing options without wholesale rezoning.
Rachel Cotton added that tweaks to setbacks and lot coverage allow development to make better use of constrained lots. She noted a specialized state bonus for deed‑restricted affordable housing tied to density could allow a modest height bonus in some cases: "for most of Yachats if the existing density is 16 units an acre or less... deed restricted affordable housing would be eligible for up to a 12 foot height bonus," Cotton said. Commissioners raised parking and front‑setback questions; consultants said parking standards will be studied alongside middle‑housing proposals.
