Yachats staff, consultants push ADUs and middle‑housing options in draft code concepts

Consultants asked the council and planning commission to consider seven code concepts intended to address barriers to housing in Yachats. Victor Tran of Cascadia Partners said one near‑term, well‑supported change is to allow accessory dwelling units (ADUs). "This one is more straightforward... allow for at least one ADU for each single unit dwelling," Tran said.
Tran and Rachel Cotton also recommended making middle‑housing types—duplexes, triplexes, quadplexes and cottage clusters—permitted uses in residential zones where appropriate. "Middle housing types would allow for additional housing units of different types and, therefore, different levels of attainability," Tran said. Commissioners asked that definitions (for example, for cottage clusters) and guardrails on unit counts be included in draft language so the community can see concrete examples.
