Peterson described an asset‑management approach that ranks projects by likelihood and risk of failure and said staff are already staging hires and contracting plans should voters and the court support the budget. She also noted environmental‑permitting challenges and vendor capacity risks that could slow rapid scale‑up. Commissioners unanimously approved sending a tax‑rate increase question to voters, according to Peterson.
