Cotton summarized the technical finding: while there is capacity for detached single‑family and manufactured homes, “there's not enough land available right now under the current development regulations for townhomes and plexes and multifamily housing.” Cascadia said its next step is to turn policy concepts into three drafts of code amendments, with an adoption‑ready package targeted for late winter to spring 2026.
The presentation framed the code update as a combination of mandatory compliance work—where state statutes require specific changes—and optional code concepts intended to increase housing variety and affordability.
