Hernandez said the earlier price included additional security features and the current figure reflects a narrowed scope.
One commissioner objected to adding 14 spaces at the last minute and questioned the cost-effectiveness: "I mean, this this was a design thing from the get go... I'm just wondering why we're spending $97,000 more," the commissioner said. After discussion, a motion to approve the additional parking passed with three ayes, one nay and one abstention.
