Traffic and pedestrian safety emerged as a dominant concern during the June 25 hearing on the Hermanson Preserve subdivision.
Multiple neighbors described high speeds on Holly Street and urged the commission to require stronger traffic calming. Charlene Chambers (360 Holly Street) told the panel she regularly sees drivers ‘‘going 50, 60 miles an hour’’ and said adding new traffic without speed bumps is ‘‘a matter of time till someone is severely injured or killed.’’
Staff and the applicant said several design measures are proposed to calm traffic, including curb extensions at intersections and a speed table at the Deer Run trail crossing, but that conventional speed bumps were not supported by emergency services. Dan Handel said the proposed 99E intersection configuration was reviewed and accepted by ODOT and is consistent with the city’s corridor plan; he also told commissioners that the study’s volume‑to‑capacity metric (the standard threshold for signal warrants) is 0.95 and that the worst case for the new intersection is about 0.6.
The applicant said construction traffic would be conditioned to use Highway 99 during building to avoid neighborhood disruption. Commissioners discussed further design refinements and recommended that final engineering include Public Works and the city engineer’s input on restricted parking and curb geometry to minimize safety risks.
The commission approved the subdivision with conditions; traffic design and any future signal warrant remain subject to ODOT standards and subsequent engineering review.
