Warren Brown, director of the Blackford County Economic Development Corporation, asked the commissioners on Jan. 5 for authorization to formally pursue negotiations with RWE for what he described as a Phase 2 project. Commissioner Dan Borgenheimer moved to allow the negotiations; Commissioner Laura Coons seconded the motion and the board approved it 3–0.
The approval authorizes BCEDC to move ahead with negotiations but does not itself finalize any contract or convey terms. Commissioners did not record further specifics about the Phase 2 scope or timeline during the meeting; Brown's request was entered on the record and approved so the BCEDC can advance talks with RWE.
